What does it cover?
HealthChoices is the name of Pennsylvania's Medicaid managed care programs. Through managed care organizations, eligible individuals receive physical health care, behavioral health services (mental health and drug/alcohol treatment), and Community HealthChoices long-term supports. There is no monthly premium for most Medicaid recipients.
Who is eligible?
Eligibility is based largely on household income. For HealthChoices, the income limit is 138% of the Federal Poverty Income Guidelines. As of January 13, 2026, the annual income limit is $22,025 for a household of one and $45,540 for a household of four, with about $7,839 added for each additional person. Children, pregnant individuals, older adults, and people with disabilities may qualify under different categories. Medicaid for Children with Special Needs (PH95) provides coverage to children with disabilities regardless of parental income.
