All Kids is Illinois' health insurance program for children, providing comprehensive coverage to eligible kids through age 18 regardless of immigration status. Together with the FamilyCare program for parents and pregnant individuals, it is administered by the Illinois Department of Healthcare and Family Services (HFS).

What does it cover?

All Kids covers a full range of health benefits, including doctor visits, dental and vision care, immunizations, hospital care, prescriptions, and more. The program has several plan levels — All Kids Assist, All Kids Share, and All Kids Premium Levels 1 and 2 — with cost-sharing that increases at higher income tiers. Children in the lowest-income plan (Assist) have no co-payments or premiums.

Who is eligible?

Children through age 18 who live in Illinois are eligible, regardless of citizenship or immigration status. Income determines the specific plan: children in families with countable income within 147% of the federal poverty level qualify for All Kids Assist with no premiums or co-payments, while higher income tiers (up to 318% FPL) qualify for plans with modest premiums and co-payments. Parents and caretaker relatives may qualify for FamilyCare up to 138% FPL, and pregnant individuals up to 213% FPL through Moms and Babies.
