North Carolina LIEAP (Low Income Energy Assistance)

Last updated: June 13, 2026

The Low Income Energy Assistance Program (LIEAP) is a federally funded program that provides a one-time vendor payment to help eligible North Carolina households pay their heating bills.

What does LIEAP provide?

LIEAP makes a one-time payment directly to a household's heating vendor to help cover heating costs during the colder months. It is administered by the NC Department of Health and Human Services through county Departments of Social Services.

Who is eligible and when can you apply?

To qualify, a household must include at least one eligible U.S. citizen or qualifying non-citizen, meet an income test (based on 130% of the Federal Poverty Level), and be responsible for its heating costs. Households with a member aged 60 or older, or receiving disability services through the NC Division of Aging and Adult Services, may apply December 1–31. All other households may apply January 1–March 31, or until funds are exhausted.

How to apply

Contact your local county Department of Social Services for application dates and details, or apply online through the ePASS website. You'll typically need to provide identification, proof of address, income verification, and a copy of your heating bill.
