Children's Health Insurance Program (CHIP)

CHIP provides low-cost health coverage to children in families that earn too much to qualify for Medicaid but cannot afford private insurance. In some states CHIP also covers pregnant women. The program is administered by each state within federal rules set by the Centers for Medicare & Medicaid Services (CMS).

Who is eligible for CHIP?

Eligibility is based primarily on household income, the number of people in the household, and the child's age (generally under 19). Income limits vary by state but typically reach up to around 200% of the federal poverty level, and some states extend coverage higher. Children must generally be U.S. citizens or lawfully present and uninsured to qualify.

What does CHIP cover?

Every state's CHIP program covers a core set of benefits, including routine check-ups, immunizations, doctor visits, prescriptions, dental and vision care, inpatient and outpatient hospital care, laboratory and X-ray services, and emergency services. Routine well-child doctor and dental visits are free under CHIP.

How much does CHIP cost?

Costs depend on your state and income. Some families pay a modest monthly premium or a small copay for certain services. By federal rule, total out-of-pocket costs for a family cannot exceed 5% of that family's yearly income, and preventive care is covered without cost-sharing.

You can apply any time of year — there is no limited enrollment period. Apply through your state Medicaid/CHIP agency, by calling 1-800-318-2596, or through the Health Insurance Marketplace at HealthCare.gov, which forwards your information to your state if your children appear eligible.
